Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。         (b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for people with disabilities, promotion of small and medium-sized enterprise development, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented.         (c)本项目的特定资格要求：1）投标人单位负责人为同一人或者存在直接控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标；2）投标文件递交截止时间前三年内，未被国家财政部指定的“****信用中国”站、“中****国政府采购”（********）列入失信被执行人、重大税收违法案件当事人名单或政府采购严重违法失信名单；3）投标人须具有人力资源和社会保障部门颁发的《劳务派遣经营许可证》；4）本项目专门面向小、微企业采购，小微企业应按照要求提交《中小企业声明函》。         (c)Specific qualification requirements for this program: 1)The person in charge of the bidding unit, or different units with direct controlling or management relationships, shall not participate in bidding for the same section or bidding for the same bidding project without dividing the section; 2) Within the three years prior to the deadline for submission of bidding documents, if not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or serious dishonest persons in government procurement designated by the Ministry of Finance's "Credit China" website (******** ********) or "China Government Procurement Network" (******** ********); 3) Bidders must possess a Labor Dispatch Business License issued by the Human Resources and Social Security Department; 4) This project is specifically aimed at small and micro enterprises for procurement, and small and micro enterprises should submit the "Small and Medium Enterprise Declaration Letter" as required.         (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****国政府采购（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********) ;
