二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：采购项目需要落实的政府采购政策情况：本项目执行政府采购促进中小企业、节能政策、福利企业发展的相关政策，根据财库46号文要求，本项目专门面向中小企业
(b)Qualification requirements to be met to implement government procurement policies:The situation regarding the implementation of government procurement policies for this project: This project implements relevant policies to promote the development of small and medium-sized enterprises (SMEs), energy-saving policies, and the development of welfare enterprises in government procurement. In accordance with the requirements of the Circular No. 46 of the Ministry of Finance , this project is specifically targeted at SMEs.
(c)本项目的特定资格要求：①未被列入“信用中国&r****dquo;站失信被执行人名单、重大税收违法案件当事人名单和中****国政府采购(********)政府采购严重违法失信行为记录名单的供应商，被列入上述名单的供应商不得参与政府采购投标活动；
②具有依法注册成立的独立法人资格,具备中华人民共和国企业法人营业执照及相应的经营范围，企业营业执照需经年审合格；
③具备建筑工程施工总承包三级及以上资质；
④项目经理须具备建筑工程专业二级及以上注册建造师执业资格；
⑤根据财库46号文要求，本项目专门面向中小企业，投标人需提供《中小企业声明函》；
⑥本项目不接受联合体投标。
(c)Specific qualification requirements for this program:① Suppliers who are not included in the "Credit China" website (******** ********) list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the China Government Procurement Network (******** ********) list of records of serious illegal and dishonest behavior in government procurement shall not participate in government procurement bidding activities; ② Having the independent legal person qualification registered and established in accordance with the law, possessing the business license of the People's Republic of China as an enterprise legal person and corresponding business scope, and the business license of the enterprise must pass the annual review; ③ Having a third level or higher qualification for general contracting of construction projects; ④ The project manager must possess a second level or higher registered constructor qualification in the field of construction engineering; ⑤ According to the requirements of document Ca
