Brief specification description or basic overview of the project: Provide educational equipment and consumables procurement for Shanghai Dishui Lake School. (For details, please refer to Chapter 3 - Project Overview and Procurement Requirements of the bidding documents.)

合同履约期限：合同签订后45个日历日内，完成所有标的的供货及安装调试。

The Contract Period: Within 45 calendar days after the contract is signed, complete the supply, installation and debugging of all bid items

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目执行政府采购促进中小企业、节能政策、监狱企业、福利企业发展的相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This project implements relevant policies of government procurement to promote the development of small and medium-sized enterprises, energy-saving policies, prison enterprises, and welfare enterprises.

(c)本项目的特定资格要求：1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
3）本次采购不接受联合体投标，不允许合同转让与分包。
4）本项目面向大、中、小企业采购。

(c)Specific qualification requirements for this program: 1）Different suppliers with the same unit responsible person or having direct holding or management relationships shall not participate in government procurement activities under the same contract.
2）Suppliers that meet the provisions of Article 17 of the Guiding Opinions on Docking with International High - standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas (Huicai Cai No. 12) shall not participate in the procurement activities of this project.
3）This procurement does not accept joint bids, and contract transfer or subcontracting is not allowed.
4）This project is open to procurement from large, medium and small enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
