简要规则描述：外闸首启闭机更换，闸室底板止水修复33m，内、外河圆弧翼墙墙面裂缝修复81.64m，内、外河圆弧翼墙墙面蜂窝麻面修复455㎡，外引航道海漫段护底修复560㎡以及内引航道海漫段以外区域清障700㎡等。

Brief Specification Description: Replacement of the gate opening and closing machinery, repair of the bottom plate water stop in the gate chamber for a length of 33 meters, crack repair on the inner and outer river arc wing walls for a total length of 81.64 meters, honeycomb and rough surface repair on the inner and outer river arc wing wall surfaces covering an area of 455 square meters, repair of the protective layer at the seawall section of the outer approach channel covering an area of 560 square meters, as well as obstacle removal in an area of 700 square meters outside the seawall section of the inner approach channel.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱企业等相关政策。

(c)本项目的特定资格要求：（3）供应商须具有水利水电工程施工总承包一级资质，项目经理必须持有水利水电工程专业一级注册建造师执业资格，还须具备水行政主管部门颁发的《安全生产考核合格证书》（B证），其余施工人员须持证上岗。
（4）本项目非专门面向中小企业项目。
（5）本项目不允许联合体投标。

(c)Specific qualification requirements for this program: (3) Suppliers must have the first-class general contracting qualification for hydraulic and hydropower engineering construction, project managers must hold the first-class registered constructor qualification in hydraulic and hydropower engineering specialty, and they must also possess a Safety Production Assessment Certificate (B certificate) issued by the water administration department. The remaining construction personnel must be certified to work.
(4) This project is not specifically aimed at small and medium-sized enterprises.
(5) Joint bidding is not allowed for this project.
